የትውልድ ኢትዮጵያዊ መታወቂያ ካርድ/                      Ethiopian Origin ID Card

 
 

የኢትዮጵያ ተወላጅነት መታወቂያ ካርድ የያዙ የውጭ ዜጎች ህጋዊ መብቶችና ገደቦች (በአዋጅ ቁጥር 270/94 እንደተደነገገው)

መብቶች

በዚህ አዋጅ መሠረት የፀና የኢትዮጵያ ተወላጅነት መታወቂያ ካርድ ያለው ማንኛውም የውጭ አገር ዜጋ በዚህ አንቀጽ ስር የተዘረዘሩት መብቶች ተጠቃሚ ይሆናል፡፡

  1. ወደ ኢትዮጵያ ለመግባትና ኢትዮጵያ ውስጥ ለመቆየትም ሆነ ለመኖር የመግቢያ ቪዛና የመኖሪያ ፈቃድ እንዲኖረው አይጠየቅም፡፡

  2. ከሀገር መከላከያ፣ ከሀገር ደህንነት ወይም ከውጭ ጉዳይና መሰል የፖለቲካ የመንግስት መ/ቤቶች በስተቀር የሥራ ፈቃድ እንዲያወጣ ሳይገደድ በኢትዮጵያ ውስጥ ተቀጥሮ መስራት ይችላል፡፡

  3. አግባብ ባለው የጡረታ ሕግ የውጭ ዜጎች የመብት ተጠቃሚ እንዳይሆኑ የሚገድበው ድንጋጌ ተፈጻሚ አይሆንበትም፡፡

  4. የማይንቀሳቀስ ንብረት ባለቤትነት መብት ይኖረዋል፡፡

  5. እንደ ሀገር ውስጥ ባለሀብት መቆጠር ከፈለገ በሀገሪቱ የኢንቨስትመንት ሕግ መሠረት ለሀገር ውስጥ ባለሀብት በተፈቀዱ የኢንቨስትመንት መስኮች መሳተፍ ይችላል፣

  6. የኢኮኖሚ፣ የማኀበራዊና አስተዳደራዊ አገልግሎቶችን በመጠቀም ረገድ በውጭ ዜጎች ላይ በሕግ፣ በመመሪያ ወይም በአሰራር ልምድ የተጣሉ ገደቦችና የሚደረጉ ልዩነቶች አይመለከቱትም፡፡

ገደቦች

  1. ከላይ የተጠቀሱት መብቶች ቢኖሩትም የኢትዮጵያ ተወላጅነት መታወቂያ ካርድ የያዘ የውጭ ዜግነት ያለው ሰው ነው፣

  2. በማናቸውም የመንግስት ደረጃ በሚካሄድ ምርጫ የመምረጥና የመመረጥ መብት አይኖረውም፣

የኢትዮጵያ ተወላጅ መታወቂያ ካርድ ማመልካቻ አቀራረብ ማብራሪያ

  • ለመታወቂያ ካርድ የሚቀርብ ማንኛውም ሰነድ ከ2 ፎቶ ኮፒ ጋር መቅረብ ይኖርበታል፡፡

  • የማመልከቻ ቅጾቹ በሙሉ ራሱ በአመልካቹ ብቻ በቅድሚያ በሚገባ ተሞልተውና የተፈረመው መቅረብ ይኖርባቸዋል፡፡

  • በቅጾቹ ላይ የአመልካች ሙሉ ስም በአማርኛና በእንግሊዝኛ ቋንቋዎች ይሞሉ፡፡ ከስም በስተቀር የቅጹን ቀሪ ክፍል አመልካች በመረጡት በእንግሊዝኛ ወይም በአማርኛ ቋንቋ መሙላት ይችላሉ፡፡

    •

የትውልድ ኢትዮጵያዊያን መታወቂያ ካርድ መሟላት ያለባቸው

 

01. ለአዲስ የትውልድ ኢትዮጵያዊ መታወቂያ ካርድ

  1. በሚገባ የተሞላ ማመልከቻ ቅፅ በ2ኮፒ

    •  001 (PDF) ቅፅ 1 (በተወላጅነት) ወይም

    • 002 (PDF) (በጋብቻ)፣ በሁለት ኮፒ፣በአመልካቹ የተፈረመ፣

  2. ሶስት ፎቶ ግራፍ (ከጀርባው ስም የተፃፈበት) (የይዘቱን ከታች ይመልከቱ)

  3. ከኢትዮጵያ የተሰጠ የትውልድ ኢትያጵያዊነት ማረጋገጫ፣ (ኢትዮጵያዊ ተወላጅነትን የሚያረጋግጥ ሰነድ ዋናውንና ከየዓይነቱ ሁለት ኮፒ)

    §   የቀድሞ የኢትዮጵያ ፓስፖርት ፎቶ ኮፒ፣ወይም

    §   የፍርድ ቤት ማስረጃ ፣ወይም

    §  የልደት ሰርተፍኬት /በውጭ ጉዳይ ሚኒስቴር የተረጋገጠ/፣

    §   መንጃ ፈቃድ፣ የሰሩበት መ/ቤት መታወቂያ፣የት/ቤት ማስረጃና ሌሎች ከኢትዮጵያ የተሰጡ ሰነዶች፣)

  በምስክር የሚቀርብ ምንም አይነት ማመልከቻ ተቀባይነት የለውም፡፡

 

  1. የውጭ ዜግነት ከወሰዱበት ሀገር የተሰጠ ፓስፖርት (ከ2 ፎቶ ኮፒ ጋር)

  2. የውጭ ዜግነት ከወሰዱበት ሀገር የተመዘገቡበት ሰነድ /Family Personbevis-Sweden, Folkeregister-Denmark, Folkeregister-Norway, Extract from the Population Information System-Finland, Einstaklingar-Iceland/ ያቅርቡ፣

  3. ክፍያ የተፈፀመበት ደረሰኝ፣ (ክፍያውን አስቀድምው ይፈፅሙ) *(የክፍያውን ዝርዝር ከታች ይመልከቱ)፣

    •  የአመልካቹ/ቿ ባል/ሚስት ያወጣውን/ያወጣችውን የኢትዮጵያ ተወላጅ መታወቂያ ካርድ ወይም በአገልግሎት ላይ ያለ የኢትዮጵያ ፓስፖርት ማያያዝ፣

     

  6. 18 ዓመት ያልሞላቸው ልጆች ተጠቃሚ ስለሚሆኑበት 

    • 18 ዓመት ያልሞላቸው ልጆች የልደት የምስክር ወረቀት ወይም ተመሳሳይ መረጃ በማቅረብ በወላጅ መታወቂያ ላይ በማስመዝገብና በልጆቹ ፓስፖርት ላይ የኢትዮጵያ ተወላጅ ማህተም በማስደረግ የተለያዩ አገልግሎቶችን እንዲያገኙ ያስችላቸዋል::

    • በመሆኑም / አስራ ስምንት ዓመት ያልሞላቸው ልጆችዎን የመብቱ ተጠቃሚ እንዲሆኑ የሚፈልጉ ከሆነ ልጆችዎን ኦሪጅናል ፓስፖርትና ከሚኖሩበት ሀገር የተሰጠ የቤተሰብ የምዝገባ ሰነድ አብረው ይላኩ/

     

02. የትውልድ ኢትዮጵያዊ መታወቂያ ካርድ እድሳት ማመልከቻ

  1. በሚገባ ተሞልቶ የእድሳት ማመልከቻ ቅፅ/  003 (PDF) እድሳት ቅፅ (በ2 ኮፒ)

  2. የሚታደሰውን የትውልድ ኢትዮጵያዊ መታወቂያ ካርድ(ከ2 ኮፒ ጋር)፣ 

  3. የውጭ ዜግነት የወሰዱበት ሀገር ፓስፖርት (ከ2 ፎቶ ኮፒው ጋር)፣

  4. ሶስት ( 3)  ፎቶግራፍ፣(የይዘቱን ዝርዝር ከታች ይመልከቱ)

  5. ዜግነት ከወሰዱበት ሀገር የተሰጠ የምዝገባ ሰነድ /Personbevis-Sweden, Folkeregister-Denmark, Folkeregister-Norway, Extrat from the Population Information System-Finland, Einstaklingar-Iceland/፣

  6. ክፍያ የተፈፀመበት ደረሰኝ፣ (ክፍያውን አስቀድምው ይፈፅሙ) (የክፍያውን ዝርዝር ከታች ይመልከቱ)፣

  7. ከተሰራ በኋላ ተመልሶ የሚላክበት ባዶ ፖስታ *የፖስታ መላኪያውን ይዘት ከታች ይመልከቱ

03. በጠፋ ምትክ የትውልድ ኢትዮጵያዊ መታወቂያ ካርድ ማመልከቻ

  1. በሚገባ የተሞላ የአዲስ መታወቂያ ካርድ ማመልከቻ ፎርም (በ2ኮፒ)/001 ቅፅ

  2. የጠፋው የትውልድ ኢትዮጵያዊ መታወቂያ ካርድ በ2 ኮፒ፣ 

  3. የፖሊስ ማስረጃ (Police clearance) (*የጠፋው ካርድ ከወንጀል ነፃ ስለመሆኑ)

  4. ሶስት (ከጀርባው ስም የተፃፈበት) ፎቶ ግራፍ (የይዘቱን ዝርዝር ከታች ይመልከቱ)

  5. የውጭ ዜግነት ከወሰዱበት ሀገር የተሰጠ ፓስፖርት(ዋናውና ፎቶ ኮፒው)/ ኦሪጅናል ፓስፖርትዎን ይላኩ/)

  6. አመልካች የውጭ ዜግነት በወሰዱበት ሀገር የተመዘገቡበት ሰነድ /Family Personbevis-Sweden, Folkeregister-Denmark, Folkeregister-Norway, Extrat from the Population Information System-Finland, Einstaklingar-Iceland/ ያቅርቡ፣

  7. ክፍያ የተፈፀመበት ደረሰኝ፣ (ክፍያውን አስቀድምው ይፈፅሙ) *(የክፍያውን ዝርዝር ከታች ይመልከቱ)፣

  8. ከተሰራ በኋላ ተመልሶ የሚላክበት ባዶ ፖስታ የፖስታ ክፍያውን ይዘትና ክፍያ ከታች ይመልከቱ.

የፎቶ ይዘት:- አመልካቹ የሚያቀርበው ፎቶግራፍ የሚከተሉትን ማሟላት ይኖርበታል፡፡

  • ባለ ቀለም (coloured not black and white) መጠኑ 3x4 cm የሆነ 4 ፎቶ፣

  • የአመልካቹ ፊት መጠን በፎቶው ላይ 3/4ኛውን የሚሸፍን፣

  • ፊት ለፊት የተነሳና በተቻለ መጠን ሁለቱ ጆሮዎች የሚያሳይ፣

  • ነጣ ያለ የፎቶግራፍ ጀርባ /BACKGROUND/ ያለው፣ ()

  • ያለመነጽር የተነሳ ቢሆን ይመረጣል፣

  • ከእምነት ጋር የተያያዘ እስካልሆነ ድረስ ኮፍያ ወይም የራስ መሸፈኛ የሌለበት፣

ክፍያ

  • 750 የስዊድን ክሮነርአዲስ ለማውጣት

  • 300 የስዊድን ክሮነር ለእድሳት

  • 450 የስዊድን ክሮነር በጠፋ ወይም በተበላሸ ምትክ ለሚሰጥ

ማስታወሻ

  • ከላይ የተጠቀሰው ክፍያ የSwedish Bank Transfer Charge (Bank Commission)ንና የፖስታ መላኪያን የሚጨምር አይደለም፡፡

  • በመሆኑም ከስዊድን ውጭ ለሚፈፀም ማንኛውም ክፍያ 60 ክሮነር ተጨማሪ ክፍያ ከዋናው ክፍያ ጋር ተደምሮ መከፈል ይኖርበታል፡፡

  • ለፖስታ መላኪያ ምንም አይነት ክፍያ መከፈል የሌለበት ሲሆን ከዚህ በታች በተጠቀሰው መሰረት የፖስታ መላኪያ መላክ ይኖርበታል፡፡

  • ክፍያው በሌላ ሰው የተፈፀመ ከሆነ ክፍያ የተፈፀመለት ሰው ስም በትክክል በሚላከው የክፍያ ደረሰኝ ላይ በእጅ መፃፍ ይኖርበታል፡፡

  • ኤምባሲው ለአገልግሎቱ ከሚጠይቀው የክፍያ መጠን እና የባንክ ኮሚሽን ውጭ የሚፈፀም ማንኛውም በትርፍ ክፍያ አይመለስም፡፡

  • ክፍያን በፖስታ መላክ አይቻልም፡፡

  • የፖስታ መላኪያ

የመላኪያ ፖስታ ይዘት

► ከስዊድን

  • በስዊድን ነዋሪ የሆኑ የተዘጋጀላቸውን የትውልድ ኢትዮጵያዊ መታወቂያ ካርድ የመመለሻ የተቀባይ አድራሻ በትክክልና በግልፅ የተፃፈበትና ባለ 68 ክሮነር ስታምፕ/ቴምብር የተለጠፈበት ባዶ ፖስታ አብሮ መላክ ይኖርበታል፡፡ የመላኪያ ክፍያ ተቀባይነት የለውም፡፡

► ከስዊድን ውጭ ካሉ ሀገሮች

  • ከስዊድን ውጭ ካሉ ሀገሮች በፖስታ ለሚቀርቡ ማመልከቻዎች የትውልድ ኢትዮጵያዊ መታወቂያ ካርዱ  ከተሰራ በኋላ መልሶ ለመላኪያ የሚሆን የተቀባይ አድራሻ በግልፅ የተፃፈበት ባዶ  ከ9 ኢንተርናሽናል ኩፖን (ለ1 ካርድ ከአንድ ፓስፖርት ጋር፣ 11 ኮፖን ከሁለት ፓስፖርቶች ጋር፣) አብሮ መላክ ይኖርበታል፡፡

ለፖስታ መላኪያ ምንም አይነት ክፍያ ተቀባይነት የለውም፡፡  በመሆኑም አመልካቾች ክፍያ የተፈፀመበት ኢንቨሎፕ/ፖስታ አያይዘው መላክ ይጠበቅባቸዋል፡፡

***ከላይ በየዘርፉ የተጠቀሱትን መስፈርቶችና ዶክመንቶች ሳያማላ የሚቀርብ ማንኛውም የትውልድ ኢትዮጵያዊ መታወቂያ ካርድ ማመልከቻ ለአመልካቹ ተመላሽ ይደረጋል፡፡

 

 		 

1. General Information about the ID Card

  • Interested foreign nationals of Ethiopian origin are entitled to receive the ID card as per proclamation No 270/2002.

  • Children under 18 can enjoy the same right once their name appear in their parents ID card of Ethiopian origin. A spouse of foreign national of Ethiopian origin, if wish so, can also receive the ID card

  • The holder of the ID card can enjoy every right like other citizens with the exception of political right. (For more information refer the proclamation Ethiopian Origin ID Card.) PDF

2. Privileges given to  the Holder of the ID Card

The holder of the ID card and his/her children under the age of 18 years shall:

  1. Not be required to have an entry visa or residence permit to live in Ethiopia;

    2.

  2. Have the right to be employed in Ethiopia without a work permit;

  3. Not be subjected to the exclusion that applies to foreign nationals regarding coverage of pension scheme under the relevant pension law,

  4. Have the right to be considered as domestic investor to invest in Ethiopia under Investment law of Ethiopia.

  5. Restrictions imposed on foreigners regarding the utilization of Economic, Social and Administrative Services shall not be applicable to the holder of the ID card.

3. Requirements for Ethiopian Origin ID Cards

Ethiopian Origin ID cards are valid for five years. An expired Ethiopian Origin ID card needs to be renewed or returned to the office of the Consulate General in Stockholm. If the ID card is not renewed after expiration within one year, it will be considered as if it were returned.

If an applicant wishes to add children under 18 to his/her ID card, then he/she should present two copies of a legal document showing the relationship (i.e. birth certificate).

Applicants for ID cards will be notified of his/her status within one week of presenting the necessary documentation to The Consulate General of Ethiopia.

In order to acquire an Ethiopian Origin ID card, the applicant must complete the following steps.

4. Requirements to Acquire a New Ethiopian Origin ID card

1.1.    Fill out the application form in two copies. 001 (PDF) Click here to download the form.

1.2.  Present a valid passport (at least for six months) from the country of naturalization (together with two photocopies).

1.3. Supply three passport-size, recent,  colour photographs.

1.4.  Registration paper from the registration office of your country of residence (in two copies). (Folkeregisteret from Denmark, Extract from the Population Information System from Finland, Einstaklingar or a paper from Police or Immigration Authority from Iceland, Folkeregister from Norway, Personbevis from Sweden).

Samples

1.5.    Provide previous Ethiopian Passport, Birth, Marriage and School Certificates or others as requested by the Consulate (in two copies).

1.6.     Submit payment of 750SEK. Please check payment details below.

 

5. Requirements for a Foreign National Spouse to obtain an ID

The foreign national spouse of a person of Ethiopian Origin who wishes to apply for an ID card should complete the following steps.

2.1.    Fill out the appropriate application form (in two copies) 002 (PDF) Click here to download the form.

2.2.         Provide two copies of a marriage certificate. The certificate must show that the marriage has been valid for at least two years prior to the date of the application's submission.

2.3.     Present a valid passport (at least for six months) of the spouse from the country of naturalization (together with two photocopies).

2.4.      Family Registration paper from the registration office of your country of residence (in two copies).

2.5.       Supply three passport-size recent colour photographs.

2.6.       Submit payment of 750SEK.

6. Replacing a Lost or Damaged ID Card

A person wishing to replace his/her lost or damaged ID card should complete the following steps.

3.1.        All requirements listed above from 1.1 to 1.4.

3.2.       Provide a police record attesting to the loss of the card.

3.3.      Two copies of the lost ID card.

3.4.      450 SEK payment.

7.      Renewal of expired ID Card.

4.1.      Fill out the application form for renewal of ID card in two copies.003 (PDF) Click here to download the form.

4.2.       Provide the original passport (valid at least six months) and the expired ID accompanied by two photocopies of each document.

4.3.       Supply two passport-size recent colour photographs.

4.4.     Registration paper from the registration office of your country of residence (in two copies).

4.5.    payment, 300SEK . Please see payment details below.

8. Returning an Ethiopian Origin ID Card

A person wishing to return an Ethiopian Origin ID card should complete the following steps.

5.1. Fill out and submit the appropriate form. 004 (PDF) Click here to download the form.

5.2. Submit a signed letter that the card is being returned willingly. Return ID cards belonging to all other family members.

  • An expired ID card has to be returned if the holder dose not wants to renew and use the ID card within a year.

  • If the ID card is obtained by marriage (through spouse), the ID card needs to be returned when the marriage is divorced.

     

    9. Payment

    The payment

    • for New ID is 750 Swedish kronor (SEK),

    • for renewal 300SEK and

    • in replacement for damaged or lost ID 450SEK.

    • Aapplicants can pay in cash if they come in person at the Consulate General Office.

    • If the payment is made from outside Sweden through bank, the applicant should have to transfer additional 60 Swedish kronor for the Swedish bank transfer commission together with the above mentioned payments for the ID card.

    • The applicant then should send payment receipt together with his/her application documents to the Consulate General Office.

     

    Payment can be made through

    • PlusGirot  No. 629247-8.

     

    7. Postage

     

    Applicants must send (enclose) a self-addressed and pre-paid envelope to return the processed ID card and other original documents submitted during the application process through registered mail.

    Therefore,

    A. Applicant form Sweden must enclose a prepaid and pre-addressed envelop (write the full postal address of the receiver on the envelop) with stamps of 68SEK.

    B. Applicant form outside Sweden must enclose a pre-addressed envelop with

    • 9 International coupons for an ID card and 1 (one) passport or for the weight up to 100 grams;

    • 11 International coupons for an ID card and two passports or the weight up to 250 grams.

    • For more than two passports, just add 3 international coupons per passport. 

    International coupon could be found at a post office.

     

    NOTE
    We do not accept any payment for the postage. So it is a must to enclose a prepaid and self-addressed envelope.

    Notes:-               

    • If your application is complete, the newly issued Identity Card together with the applicant’s passport (on which a stamp will be affixed) will then be sent back to the applicant within one week.

     

     

    *** ID Card application will be returned if the applicant do not provide all of the requested information, documents or fee listed under each categories.
